The European Investment Bank is the European Union's long-term financing institution. It raises money on the international capital markets for lending to EU Member States for specific projects. It supports SMEs through “global loans” with a number of leading banks — AIB Bank, Bank of Ireland, Bank of Scotland and Barclays Bank — for on-lending to SMEs.
Note that the EIB does not invest directly in SMEs, only through banks.
