A co-operative society can be formed by any group of seven or more people over the age of 18, and can be registered with the Registry of Friendly Societies. The advantage of registration is limited liability.

The Co-operative Development Society Ltd, Irish Co-operative Society Ltd, and National Association of Building Co-operatives Ltd have Model Rules for co-operatives that have been approved by the Registry of Friendly Societies for use by those wishing to form a co-operative. A reduced registration fee applies when the society’s model rules are used, though a small fee for their use is also charged.
